North Penn Water Authority Accounts Now Must Be in the Owner’s Name
Since January 1, 2026, the North Penn Water Authority (NPWA) opens water service accounts only in the name of the property owner. New accounts can no longer be opened in the name of a tenant, renter, boarder, property manager or lessee. The owner is the person named on the deed recorded with the county.
Who this affects. NPWA serves parts of these townships: Skippack, Lower Salford, Salford, Franconia, Worcester, Towamencin, Hatfield, New Britain, West Rockhill and Upper Gwynedd. It also serves parts of these boroughs: Souderton, Sellersville, Hatfield, Lansdale and New Britain. Most are in Montgomery County; New Britain, West Rockhill and Sellersville are in Bucks County. Service follows NPWA’s water lines, not town lines, so check a specific address with NPWA.
Existing tenant accounts. Accounts opened before January 1, 2026 can stay in the tenant’s name or the owner’s name. They do not have to move to the owner’s name until the tenant ends service.
What it means for landlords. NPWA already holds owners responsible: its FAQ says “Property owners are responsible for any and all water charges incurred by tenants occupying their property.” With the account in your name, decide in the lease how water will be paid, either included in the rent or billed to the tenant.
What it means for buyers. If you are buying a home to live in, nothing changes: as the owner, you open the water account in your name. If you are buying a rental property, count water as an owner expense when you run the numbers, and confirm how the current tenant’s water is billed before settlement.
